5:15 P.M. UPDATE: Dolly descending on Hidalgo County

>> Maximum sustained winds at 85 mph, down from 100 mph earlier today. Dolly still a Category 1 Hurricane.

>>Dolly's eye is about 50 miles north of Brownsville and is moving northwest at about 8 mph..

>>The storm is expected reach Hidalgo County by 7 p.m.

>>Texas National Guard now manning shelters.
